WRANGELL Wrangell is looking to turn things up a notch following the latest twist in the race for Ruth Lake. At this week's meeting, the Wrangell Assembly discussed ways to persuade the Federal Energy Regulatory Commission that the borough deserves a preliminary permit to study hyrdo power at Ruth Lake.
